About the Journal

Colección is a publication that aims to promote the development and dissemination of scientific knowledge in the field of national and international politics. The magazine adopts a broad vision of this intellectual field, recognizing and including the different disciplines and theoretical perspectives from which this reality can be approached. We believe that each of them can make a peculiar and valuable contribution to scientific research.

Thus, inspired by the worldview that animates the Pontifical Catholic University of Argentina and open to a pluralistic and critical debate, the magazine attempts to contribute to reflection and a greater commitment to the common good.

The publication is aimed at researchers and academics in the field of social sciences, university libraries, research centers and other academic organizations that cultivate the scientific study of politics and international relations. Likewise, it wishes to reach a broader audience of diplomats, legislators, political analysts and specialized press, with a view to informing the theoretical and practical debate in our society.


Peer Review Process

Original Review and Evaluation Protocol

Colección, in order to improve the transparency of the evaluation process of articles and essays, believes it is necessary for authors and evaluators to know the steps that, from the arrival of the original to an eventual final acceptance, the submitted works go through.

Initial evaluation: The documents received will undergo an initial review of content and form or style. First, the originals will be reviewed by the members of the Editorial Board. This review consists of discerning its originality, relevance and scientific interest, to decide whether or not to pass it to external review.

In order not to overload our external evaluators, Colección reserves the right to reject works in advance, providing the reasons for this. In the event that the Journal dispenses with external evaluation, the author will be notified within a period of less than thirty days from the acknowledgment of receipt of the manuscript.

Second, in order to correct errors before reaching the external evaluation stage, the editor makes a preliminary correction of styles. For this reason, authors can receive a revised version of the text or be consulted to resolve doubts.

In all cases, only versions that have the approval of the author will be sent for external evaluation. Colección will only initiate the review process for works that conform to the Author Guidelines.

The adaptation of the originals to the standards of the Journal is the responsibility of the authors.

External evaluation: If the initial review is positive, Colección will subject the manuscript to an external evaluation process, in which the anonymity of the referee and the author will be maintained (double-blind peer review), and whose results will be made known exclusively to the interested.

Colección undertakes to keep in the utmost confidentiality not only the identity of the author, but also the contents of the text under review.

The evaluation of works does not imply any commitment to acceptance.

Only after having received the opinion of the external evaluation, will the Colección make a decision on its eventual publication. The Journal does not publish works that have not obtained the endorsement of the examination process. The external evaluation will rule on the works presented according to the following categories:

1) Accept submission.
2) Request revisions (this decision may or may not be subject to a second round of evaluation, depending on the case).
3) Not publishable.

Colección urges its reviewers to review manuscripts over a period of four to six weeks; This will allow for a final decision in less than three months from the communication to the authors of the submission for complete review of the manuscript.

Once the evaluation process is completed, the authors will receive the final response from the Journal, accompanied by the anonymous comments prepared by the referees.

Acceptance and acceptance with recommendations: If the reviews of anonymous specialists are favorable, the manuscript will usually be accepted, conditional on the author considering the comments and doubts proposed in the reviews.

Only very occasionally is a manuscript accepted without requiring at least certain minimal revisions.

Conditional Acceptance: If anonymous peer reviews require the author to incorporate the indicated corrections, the author must submit a corrected version before proceeding to a second round of external evaluations. In the event that the opinions of the evaluators regarding the acceptance or not of the manuscript diverge in the second round, the opinion of a third external evaluator will be requested.

Exchange between evaluator and author: If authors and evaluators wish to contact each other, Colección will provide the means to do so, with due protection of anonymity.

This exchange will only occur with the approval of both parties.

Proofreading of articles accepted for publication: Authors may be required to correct printing proofs, which must be returned within a period of less than 72 hours.

The introduction of substantial changes in the tests will not be allowed, these being limited to the correction of errors with respect to the accepted version.

Publication frequency

Colección was published annually in print and digital format until 2017. As of 2018, the journal adopts a semiannual regularity, publishing two issues per year, one in April and the other in October, in digital format. Since 2023, the printed edition of the journal has been discontinued, maintaining only the digital version.


Open access policy

Colección adheres to the philosophy of open access to scientific literature, allowing you to download, distribute, copy and print its material without restrictions, thus ensuring compliance with two fundamental objectives:

- Unrestricted access to information, without economic, legal or technical barriers.
- Increased visibility and impact of the institution and its researchers.

For this, Coleccion uses a Creative Commons BY-NC-SA 4.0 International license for all published content.

No fees of any kind are charged for access to content or for sending original proposals.

Plagiarism detection policy

The Journal's plagiarism check procedure involves the following stages:

  • The instructions to the authors state the requirement for originality of the works presented.
  • At the same time, the presentation of unpublished works is a requirement that excludes the acceptance of originals.
  • Authors are also required to explicitly mention sources in all citations, in accordance with the journal's standards.
  • Once received, the works are checked by Turnitin's Similarity anti-plagiarism software.
  • If any trace of plagiarism or self-plagiarism is detected, the articles will be rejected and the author will be notified.

Code of conduct and good practices

Colección adheres to the Code of Conduct and Good Practices established by the Committee on Publication Ethics (COPE). In accordance with this Code, editors are responsible for all content published in their journal and therefore undertake to:

  • Strive to meet the needs of your readers and authors.
  • Seek continuous improvement of the magazine.
  • Have processes to ensure the quality of the material they publish.
  • Defend freedom of expression.
  • Maintain the academic integrity of published content.
  • Prevent commercial issues from compromising intellectual and ethical standards.
  • Publish corrections, clarifications, retractions and apologies when necessary.
  • Maintain the confidentiality of all work proposed for publication throughout the entire evaluation process.
  • Decide on the publication or rejection of manuscripts solely based on their academic quality, originality and clarity of the work, as well as their relevance according to the interests of the journal. Any other characteristic of the work or the author that could involve discrimination for reasons unrelated to its scientific nature will be avoided.

The reviewers undertake to:

  • Maintain confidentiality regarding the content of the original documents read until the moment of publication and preserve anonymity throughout the process, according to the double-blind referral protocol.
  • Evaluate impartially, excluding personal considerations and preferences unrelated to the value and scientific contribution of the document.
  • Excuse themselves if they consider that the submission does not fall within the scope of their specialized knowledge and that they are not in a position to offer a duly founded opinion.

The authors undertake to:

  • Send only original works, of your own authorship and that are not being evaluated in another journal simultaneously.
  • Cite and duly acknowledge the authorship of all data, ideas and foreign texts, according to general practices regarding plagiarism. Likewise, self-plagiarism will be avoided.
  • Include relevant information on any potential conflict of interest, ethical considerations and origin of funding for the research work that will result in the proposed article.

This journal uses the OAI-PMH protocol for metadata collection.

Submission and publication fees

The journal does not charge fees for article submission or for the publication process (review, layout, printing and distribution). As it is an open access journal, there is no fee for consultation and downloading.


History of the Journal

Colección was born in 1995 from the shared effort of graduates, students and teachers, summoned together with other specialists to join this initiative that originated in the Students Association and then continued by the same Department.

Journal content is preserved by the PKP Preservation Network (PKP PN) which provides free digital preservation services for journals hosted on Open Journal Systems (OJS) through the LOCKSS program.

The contents are archived in LOCKSS (Lots of Copies Keep Stuff Safe) and CLOCKSS (Controlled Lots of Copies Keep Stuff Safe), through its integration with OJS, ensuring a permanent and secure archive.

LOCKSS and CLOKSS guarantee digital preservation in a decentralized and distributed manner, and ensure long-term access to published content.

Archiving in the Institutional Repository

The content of the Colección is deposited in the Institutional Repository of the Pontificia Universidad Católica Argentina ensuring that verification of the integrity of the archived content is carried out. Additionally, a backup copy is made to a master preservation folder at the institution.

DOI (Digital Object Identifier)

This journal uses DOI as a persistent identifier, managed in Crossref, which prevents loss of access to the content if the journal's URL is modified in the future.
