The Economic Reforms and the Modernization of the State

The following article draws upon the contents and strategy for the Modernization of the State
in relation to the recent experiences in Economic Reforms during the 80s and 90s and in the development of the research fields of the New Institutional Ecoconomics and Social Capital Theory. From this point of view, it argues, what is first needed is a strategic vision of the activities that the State has to tackle, delegate or inncentivate. Besides the fundamantal orientations por policy are consensus building over long run policies, independence from pressure groups, prevalence of rules over discretion, subsidiariety and encouraging participation, fostering excelence in public administration, and finally, results oriented fight against corruption.
