Los pactos sociales como garantía para el desarrollo sostenido

Resumen

Con anterioridad a las elecciones nacionales que tuvieron lugar en octubre de 2007, se comenzó a utilizar de manera creciente los términos “diálogo social” y “acuerdo social”, entendidos como una herramienta política necesaria para los próximos años en la Argentina. Sin embargo, con el paso de los meses, no se observa en el horizonte cercano la posibilidad de alcanzar un acuerdo social. Este artículo comienza introduciendo el concepto y la relevancia del diálogo social y revisa la literatura que analiza los pactos o acuerdos sociales en Europa y otros países particulares. Luego de identificar los factores que dieron lugar a la creación y a las características principales de los pactos sociales, destaca los cambios políticos, sociales y económicos que generaron cambios en su contenido, y las principales amenazas enfrentadas por los mismos. Finalmente, luego de analizar el caso particular de Irlanda, se extraen algunas conclusiones, basadas en la evidencia empírica, que deberían ser tenidas en cuenta para la implementación de un acuerdo social real en la Argentina que
garantice el desarrollo sostenido.
